The St. Louis Housing Authority is a federally-funded agency, operating independently of city government. The agency helps provide low and moderate-income public housing for more than 24,000 residents and clients in the City of St. Louis, and through partner programs, offer residents opportunities to improve their lives. What we are looking for: POSITION SUMMARY: This is an exempt position requiring legal and administrative work of considerable difficulty including supervision. The General Counsel serves as the chief legal advisor to the Board of Commissioners, the Executor Director and all Department Directors on all legal matters involving or relating to the Authority. These matters include litigation, public housing, Housing Choice Voucher Program (HCVP), HUD rules and regulations, landlord and tenant issues, fair housing issues, ordinance violations, risk management, compliance, real estate transactions, development, contracts and procurement, personnel, employment, labor relations, relevant local and federal statutes, inter-agency issues and other administrative functions. MINIMUM QUALIFICATIONS: Mandatory graduation from an accredited law school and licensed to practice in Missouri. Minimum of four (4) years litigation experience and two (2) years transactional experience. Familiarity with local, state and federal regulations impacting public housing. Supervises day-to-day activity of the Legal and Compliance departments, including direct supervision of the compliance and procurement staff. Represents and/or supervises the representation of the Authority in all litigation including those matters assigned to outside counsel. Responsible for coordinating litigation assigned to outside counsel and insurance counsel. Provides legal analysis to determine potential liability and recommendations regarding advisability of defending or prosecuting lawsuits. Represents the Authority in all real estate transaction including acquisition, development and mixed-finance transactions or supervise the representation of the Authority in such transaction in conjunction with outside counsel. Oversees the informal grievance process for the Authority and represents the Authority in public housing administrative proceedings involving the formal grievance process. Oversees the Authority's procurement activities and acts as the Contracting Officer for the Authority. These activities include review of all procurement activities, preparation and review of all contracts and contractual documents, executing contracts on behalf of the Authority and monitoring contracts to ensure contract performance and compliance. Ability to perform Risk Management for the Authority. Maintains the Authority's insurance files, coordinates all of the Authorities loss control activities, acts as a liaison between the Authority's insurance carriers and adjusters and assures that the Authority receives proper reimbursement for covered losses. Acts as the Custodian of Records for the Authority.
