Los Alamos National Laboratory is inviting applications for the position of General Counsel to enable the Laboratory's mission by assisting senior leadership in navigating complex regulatory, contractual, governance and litigation matters.

Reporting to the Los Alamos National Laboratory Director's Office, the General Counsel will serve as the senior legal advisor of the Laboratory and will provide legal advice and counsel on all matters affecting the Laboratory. This individual will lead and manage the legal function, as well as oversee external legal resources. The General Counsel also provides legal advice and perspective to the Laboratory's management and operating company (Triad National Security) Board of Directors.

General Counsel responsibilities include, but are not limited to:

Providing strategic advice to support the leadership of the Laboratory and enable execution of the Laboratory's missions.

Managing routine, non-routine, difficult and sensitive legal issues as well as analyzing risk exposure inherent in the Lab's operations and research programs, to include all legal matters such as employment, environmental, regulatory and business law.

Negotiating and managing significant transactions, including joint ventures, strategic alliances, partnerships, and related governance issues.

Supporting and consulting on complex commercial contract matters, including government contracts as well as collaborating with relevant stakeholders to ensure that the organization complies with the terms of the Laboratory Prime Contract with the Department of Energy and other legal and regulatory requirements.

Providing oversight of litigation and retained outside counsel.

Leading a legal organization consisting of 15 attorneys and 12 other staff, including responsibility for recruitment, retention, and career development.

What You Need

Minimum Job Requirements:

Management Experience

You should have experience leading and managing a team of legal professionals in a corporate legal office, federal government legal office, or law firm.

Legal Expertise and Experience

You should have advanced knowledge of laws and regulations applicable to various types of federal contracts, employment, and labor law; environmental law; intellectual property and technology transfer, and litigation management and strategy. You should have experience drafting and negotiating contracts, including contracts involving federal agencies and/or federal funding.

Communication and Customer Interactions

You need to be highly effective in communicating complex technical legal matters to a variety of stakeholders.

Experience working with government agencies generally is required. Success in this position relies on a close working relationship with federal counterparts.

Clearance

Applicants must have the ability to obtain a "Q" clearance, which usually requires US citizenship.

Education/Experience

Position requires a Juris Doctorate from a law school accredited by the American Bar Association and being an active member in good standing of a state bar (any U.S. jurisdiction) and 15 years of legal experience.

Desired Qualifications:

Broad knowledge of Department of Energy (DOE) and /or NNSA missions.

Specific experience with NNSA, DOE, or Department of Defense.

Experience working with federal government contracts.

Experience working with a Board of Directors. This position has typically served as the Board Secretary for the Triad National Security LLC's Board of Directors.

Location: This position will be located in Los Alamos, NM.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader.
