POSITION SUMMARY

Manages and directs the Compliance, Policy & Appeals division of the Authority’s Law Department. Advises the General Counsel and client departments on compliance matters, including issues related to Ethics, FOIA, Risk Management, state investigations, and legal compliance. Represents the Authority on all appellate matters. Works with client departments and the Board Office in drafting and formulating Board ordinances, and Authority policies and procedures, and in analyzing legislative and regulatory requirements. Acts as “first chair” on all appellate matters.

Provides advice and counsel directly to a wide variety of Authority client departments in areas related to Ethics, Freedom of Information Act (FOIA), Risk Management, State Investigations, Legislation, and Policy.

  • Manages the interpretation, implementation, and administration of various laws, regulations, and ordinances relating to a wide variety of Authority departments.
  • Reviews and approves various internal regulatory documents, including policies and procedures and other complex legal documents for the Authority.
  • Provides legal advice on behalf of the Authority in an efficient and timely manner.

Manages and directs the activities of the staff and attorneys within the Compliance, Policy & Appeals division of the Law Department. Assigns and reviews work, and ensures adherence to organizational policies, procedures, and standards.

Handles own docket of cases and other matters. This requires appearances before both State and Federal appellate courts. Handles all matters that arise in practice area.

Provides mentoring and other skill-development services for junior attorneys and staff, and coordinates ethics training for all Authority employees.

Serves as Law Department liaison. Acts as Compliance, Policy, & Appeals subject matter expert and attends Law Department Committee meetings. Provides law advice and information in Authority Task Force meetings.

Hires, trains, develops, monitors, and evaluates performance of staff. Reviews and recommends personnel actions for approval.

EDUCATION/EXPERIENCE REQUIREMENTS

  • Juris Doctor (J.D.) degree from an accredited school of law and licensed to practice law in the State of Illinois, plus ten (10) years of experience as a practicing attorney, of which three (3) years of experience was spent specializing in compliance and policies, or an equivalent combination of education and experience.
  • Required to maintain appropriate continuing legal education credits.

PHYSICAL REQUIREMENTS

  • Requires remaining in a stationary position for extended periods of time and constantly operating a computer and other office productivity machinery.

  • Service Area Requirement: Exempt (Non-Union) employees must live within the boundaries of the CTA Statutory Service Area either at the time of employment or within 6 months of beginning employment at CTA.

  • Detailed knowledge of the methods and practices of legal research and investigation, judicial procedure, and the rules of evidence.
  • Working knowledge of Microsoft Office Suite including work processing functions.
  • Strong interpersonal skills necessary to effectively interrelate with assigned staff and various levels of personnel from other Authority departments.
  • Strong managerial and administrative skills to direct and coordinate the activities of the practice area.
