About Us:

The North Carolina Clean Energy Business Alliance (NCCEBA) is a 501(c)(6) non-profit trade association for the clean energy industry operating in North Carolina. NCCEBA was formed by top industry leaders in North Carolina to strengthen the political voice for clean energy through education, outreach, and direct lobbying of decision-makers.

The Opportunity:

NCCEBA seeks a full-time General Counsel to join our team and lead our 90+ industry members to develop and implement legal and regulatory strategies for advancing NCCEBA’s interests in North Carolina and South Carolina. The energy system is reaching a tipping point -- and this is an exciting opportunity to help build an organization poised for impact on America’s climate change initiatives. The General Counsel will play a meaningful leadership role in the advancement of renewable energy policy and impact some of the most important energy and carbon decisions made in decades.

What You’ll Do:

Represent NCCEBA’s Priorities with Regulators — 50%

  • Develop perspectives and write briefs, in partnership with membership, in order to represent our interests in front of utility commissions, amongst lawmakers, and stakeholders.
  • Interface with organizations, regulators, and utilities.
  • Participate and argue cases at regulatory hearings with the NC and SC commissions.

Coordinating Internal Membership — 30%

  • Work with members and third parties to develop regulatory and legal strategies, understand happenings in the industry, take calls with members, meet with internal committees, and get feedback on strategies and positions.
  • Track and share with members key regulatory developments affecting the renewable energy industry.

Build Key Relationships — 15%

  • Build external relationships with lobbyists, partners, and industry stakeholders.
  • Represent NCCEBA, in state, regional, and federal regulatory proceedings.

Manage Corporate Affairs — 5%

  • Ensure tax, antitrust and regulatory compliance, maintain corporate organizational documents, and oversee corporate contracting.

What You’ll Bring to the Table:

  • J.D. degree
  • 3+ years of work experience; ideally 5-10 years
  • Experience working at a law firm, non-profit, in-house at a utility or government agency
  • Experience with energy regulatory law, including integrated resource planning, ISO/RTO policy-making, FERC proceedings, and PURPA
  • An understanding of administrative law processes and civil procedure for litigation with key knowledge of the various organizational structures of energy markets
  • Deep experience, expertise, or interest in the independent power production industry (renewables, solar, wind, energy storage, and emerging technologies)
  • An ability to work on a small team and can make an impact without the resources of a large firm
  • Knowledge of or relationships with key players in the North Carolina energy industry.
  • Legal expertise preparing comments, testimony, briefs, and litigation, with comfort managing outside counsel and working collaboratively with other lawyers
  • Significant active litigation experience; adept at preparing and examining witnesses and arguing strong cases

  • You are a Highly-Effective Communicator: You are highly attuned to your audience and present with gravitas. You can crystalize your arguments in a clear and persuasive way that persuade regulators. You don’t mince your words, are diplomatic, nuanced, and can build rapport easily. If a misleading assertion is made you are quick on your feet to counter, cross-examine, and push the needle in our favor.
  • You are a Legal Strategist: You are able to combine legal and regulatory strategy with real-life business scenarios. You have deep knowledge of energy policy and regulatory arenas (avoided cost, utility internal resource plans, program implementation, interconnection policy, green source tariffs, wholesale energy competition, etc.), and are supremely organized in your legal management. You are able to quickly draft a strategy to advance our member’s interests while being up against utilities with endless resources and the attention of regulatory bodies. You thrive in fast-changing environments and never miss important filing deadlines.
  • You are an Expert Facilitator: You have a servant-leadership orientation and embody strong emotional intelligence when facilitating groups. You make people feel heard and bought in and are able to manage the varied interests, opinions, and power dynamics that come with an organization represented by over 90 companies. You are able to coalesce members to broker a position that benefits the interests of many. You embrace pluralism and at the end of tense conversations have 95% buy-in.
  • You easily Demonstrate Intellectual Horsepower: You are quick to get up-to-speed on highly complex, intellectual, and brainy topics. You are comfortable spending your time reading and getting into the weeds on policy and regulatory affairs. In conversations with members, you can hold your own with self-described “clean energy wonks.”
  • You are Self-Directed: You are not afraid of ambiguity. You understand that it is your job to create the clarity you seek. You don’t wait for direction and when you are confused, you manage up. You create solutions when problems arise, and you craft strategy without being asked to do so.
  • You are Mission-Aligned: You’re passionate about the mission of NCCEBA. You are excited and motivated by the goal of delivering affordable, reliable, and sustainable energy to all and having a meaningful impact on climate change.
