Position: Chief of Staff (COS)/Deputy General Counsel (DGC)

Division: Office of the General Counsel (OGC)

Location: Washington, DC

Working Hours: 8:00a.m. to 4:30p.m. (Flexible)

Salary: $141,022 - $191,155

Limited Cost Transfer may be offered with non-continuous service transfers.

Travel Required – some domestic travel may be required.

This position does not allow for remote or telework options.

Major Duties

The FBI’s OGC provides legal advice to the entire FBI, including the Director and other FBI HQ executives, as well as agents in the field, on a wide ranges of issues. OGC works closely with the Department of Justice, the Intelligence Community, and other government agencies, as well as private sector entities, in support of the FBI mission.

The COS/DGC serves as an advisor to the General Counsel (GC), providing legal and strategic consultation on high priority matters and the GC’s initiatives. The COS/DGC Provides legal analysis and direction on special projects, as well as coordinates the Division’s budget, compliance, strategic planning, resources, hiring process, career development and other personnel matters, while also supervising key OGC personnel. The COS/DGC provides leadership in establishing objectives, goals, and plans that support the GC’s mission objectives and collaborates with Executive Management and OGC SES staff. The COS/DGC is expected to perform these duties in a fluid and fast-paced environment.

Qualifications & Evaluations

Minimum of seven (7) years of legal experience, including at least one year as an executive;

Must be able to effectively collaborate and communicate with FBI and OGC executive leadership as well as the Branch chiefs of staff.

Must possess strong oral and written communication skills, integrity, and discretion.

Must possess a law degree from a law school accredited by the American Bar Association and must provide law school transcripts. Must be in good standing and in active status with the bar of any state or the District of Columbia.

The successful candidate will also possess proven collaboration abilities, excellent problem solving skills, strong organizational and administrative skills and experience, outstanding leadership and interpersonal abilities.

The FBI is in the Executive Branch of the federal government. It is one of the components of the Department of Justice (DOJ). The FBI is the principal investigative arm of the DOJ. All FBI positions are in the excepted service.

The selectee with the exception of current FBI SES employees, will be required to successfully complete a one-year probationary period as a condition of retaining an SES appointment in the FBI.

New Federal employees must serve a one-year probationary period. The probationary periods will be served concurrently.

Veteran’s preference does not apply to SES.

Selectees are also required to complete a financial disclosure report, OGE-278e, within 30 days of official appointment.

Applicants must be U.S. citizens and consent to a complete background investigation, urinalysis, and polygraph. You must be suitable for Federal employment; as determined by a background investigation.

Policy has been implemented that requires support employees entering a position through a competitive OR non-competitive action may be precluded from moving to another position within the Bureau by means of reassignment or change to a lower grade for a minimum of 12 months.
