Purpose of Job

PURPOSE AND SCOPE:

• Reporting to the President, the Chief Legal Counsel for Pittsburgh Technical College will oversee all of the College’s legal activities to ensure the maximum protection of its legal rights and maintain its operations within the limits prescribed by law; provides advice and counsel to the President; may coordinate the provision of legal services by outside counsel; assists officers of the institution and staff in carrying out the mission of the institution; and advocates for the College and its mission with its constituencies, third parties, and the community at large. Oversees specific work as it relates to the Campus Police Department and Office of Compliance.

Education Requirements

• Juris Doctorate from an accredited United States law school

• Licensed to work in Pennsylvania (or otherwise authorized to practice law in Pennsylvania)

Experience Requirements

• At least 5 years of related work experience

• Work-related experience in higher

education a plus but not required

Responsibilities

ESSENTIAL JOB FUNCTIONS:

• Provides legal counsel and guidance to the President, Board and other administrators at the President’s request on all legal matters including labor law, policies, procedures, rules and regulations, and laws pertaining to students, real estate transactions, contracts and grants, tax matters, worker’s compensation, liability and insurance matters, intellectual property, affirmative action, and other laws and regulations

• Anticipates and identifies legal issues and counsels the President and Board as appropriate in order to develop legal strategies and solutions to address these issues

ESSENTIAL JOB FUNCTION

• Assists in developing, revising, and interpreting the PTC Policy Manual; works to ensure consistency of policies and practices at college in support of the approved Manual

• May coordinate the activities of outside counsel, as necessary, for such special needs as litigation, intellectual property matters and complex real property or financial transactions

• Supervises legal work when appropriate for other college attorneys, professional staff, paralegals, and outside counsel; consults on difficult or sensitive issues

• Serves as a member of the College’s President’s Cabinet

• Serves as an advocate for the College with its various constituencies and the general public

• Drafts or reviews proposed contracts, leases, and other legal documents; researches legal issues; and recommends revisions as necessary

• Represents or oversees the representation of the institution, and management in judicial and administrative proceedings at the local, state and federal levels

• When appropriate designs, establishes, and maintains an organizational structure and staffing of the office of counsel to effectively accomplish the organization’s goals and objectives; recruits, employs, trains, supervises, and evaluates unit staff

• Provides training to the staff and faculty on various legal issues through seminars and meetings

• Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest developments in higher education law and in other related areas

• Strong commitment to diversity of the college’s workforce

• Responsible for other reasonable, related duties as assigned

KNOWLEDGE, SKILLS AND ABILITIES:

• Knowledge of the complex policy and legal issues now facing all of higher education

• In depth knowledge of federal and state employment law, contract law, intellectual property law, FERPA, and open records and meeting statutes

• Proven management and leadership skills

• Ability to conduct legal research and prepare legal opinions; prepare and present court cases; communicate effectively orally and in writing; and establish cooperative working relationships with persons contacted in the course of performing assigned duties

• Ability to use common word processing computer applications

• This position works closely with the President’s Office. Individual must be able to work with highly confidential information in a professional manner.

Work Schedule

Full-time – 40 hours per week
