Idaho National Laboratory (INL) is seeking an accomplished and dynamic General Counsel to provide legal advice and support for the research, business, and operational activities of the INL.

As a member of the Laboratory Senior Leadership Team (SLT), the General Counsel provides legal advice and support for the Idaho National Laboratory (INL), a national laboratory of the U.S. Department of Energy (DOE), managed and operated by Battelle Energy Alliance, LLC (BEA).

The General Counsel serves as chief legal adviser of BEA, counsels management on the legal and ethical implications of all activities, issues, and corporate governance matters and keeps abreast of legislative and regulatory developments. The General Counsel ensures full legal protection of intellectual property, trademarks, and patents, along with adherence to federal, state, and local law with regard to employment, contracts, customer agreements, non-disclosure agreements, and license agreements.

The ideal candidate will:

Ensure Laboratory Director and Laboratory personnel have appropriate legal guidance in contract interpretation, performance, and compliance issues.

Obtain services of outside counsel as required to complement available internal legal resources.

Serve as Board Secretary to the limited liability company, BEA, that manages and operates INL on behalf of DOE. Manages and ensures appropriate identification and interpretation of legal requirements governing the work at the INL and BEA. Analyzes risk exposure inherent in the Laboratory’s operations and research programs and advises as to probabilities and acceptable courses of action.

Collaborate with relevant stakeholders to ensure that the organization is compliant with (i) the terms of the prime contract for management and operation of the Laboratory on behalf of DOE and (ii) legal requirements applicable to BEA’s management of INL. The major areas of law applicable to a national laboratory are (a) government contract law; (b) employment and labor law; (c) environmental and safety law; and (iv) intellectual property law. The General Counsel maintains strategic relationship with NE-ID Office of Chief Counsel and with the DOE’s Office of General Counsel. The General Counsel directs and manages all Laboratory litigation and represents the Laboratory in third party investigations and hearings before administrative (including labor arbitration), regulatory, and enforcement agencies.

Ensure legal protection of intellectual property and provide legal consultation in technology transfers and commercialization matters.

QUALIFICATIONS

J.D Degree with minimum of 10 years of related experience.

Demonstrated understanding of contractual and financial principles and practices necessary to integrate position operations with organization and department objectives.

Exceptional capacity for managing and leading people; ability to connect with staff both on an individual level and in large groups; capacity to enforce accountability, cultivate entrepreneurship, and learn the strengths and weaknesses of related operational support teams to put people in a position to succeed.

Considerable skill in advising multi-program oversight and administration. Considerable skill in interpreting and articulating applicable laws and regulations. Demonstrated experience working in a cross-disciplinary environment.

Exceptional leadership abilities with strong problem-solving and dispute resolution aptitude. Ability to plan and meet fiscal objectives.

Effective communicator with outstanding oral and written skills, executive presentation experience, interpersonal skills, and team orientation.

Must have or be able to obtain an “Q” security clearance.

Preferred qualifications

Experience with government contracts and dealing with government entities. The ideal candidate will have some experience with DOE and federal laws that govern operation of a Federally Funded Research and Development Center.

Candidate must also have intellectual firepower, management experience and the gravitas to be a contributing member of the executive team.

Experience as in-house counsel in a national laboratory or similar environment is a clear advantage.

Previous management and budget administration experience.
