The American Trucking Associations (ATA), the largest and most comprehensive national trade association for the trucking industry, is actively seeking a dynamic and accomplished Deputy General Counsel. The Deputy General Counsel assists the General Counsel in overseeing the day-to-day activities of the ATA Law Department, including handling in-house legal matters, and providing legal counsel on regulatory and legislative policy issues. This position also assists the General Counsel of the ATA Litigation Center in managing the Center’s policy-related litigation docket, including evaluating/recommending cases and amicus activity.

This position has frequent contact with ATA membership, senior ATA staff, government personnel (executive branch administrators, Congressional staff, and all levels of state and federal courts), and members of the ATA federation and other trade associations.

CORE FUNCTIONS:

Assure that ATA and its affiliated organizations comply with applicable federal and state law and regulations governing their work. Protect ATA resources and reputation from adverse legal action. Review contracts, leases, and other legal documents for ATA and its affiliated organizations. Work with ATA legislative and regulatory affairs teams, and state trucking association executives, on policy issues of importance to the trucking industry. Work with the ATA Litigation Center Chief Counsel on public policy litigation, including identification of potential cases, research and drafting amicus briefs, and case preparation and management. Communicate with and educate ATA membership regarding legal matters that affect their interests, including shared responsibilities for coordinating the Litigation Center’s annual Trucking Legal Forum, webinar series, and other educational outreach.

BACKGROUND REQUIREMENTS:

Education/Relevant Experience

JD degree from an accredited law school plus five to ten years’ experience.

Experience in several of the subject matter areas important to trucking (e.g., tort reform, tax, administrative law, preemption, and transportation law) is preferred.

Prior trade association experience is preferred.

Skill Requirements

Must have demonstrated ability in appropriate legal skills (e.g., legal analysis, research, writing, etc.) excellent written and oral communication skills, and the ability to state technically difficult material simply and clearly

Must have consensus-building skills to assert positions strongly without alienating reasonable opponents

Must also be effective communicator with ATA members, staff, coalition partners, government representatives, and in court

Must also be an effective manager with respect to both financial and personnel matters.
